gaining prominence in India. Globalization has promoted a

effect in the health sector too, with the emergence of a private
sector that thrives by servicing a segment of the population that
has the need and want to "buy" high end quality medical care at
competitive rates that was previously perceived to be available in
the Western countries only.
However, this has
changed and is gaining momentum. Even people from western countries
such as USA and UK, where timely and affordable medical care is
becoming a luxury for increasing masses of the population, are
seriously considering or seeking treatment abroad in countries such
as India for medical treatment. This is the genesis of the "medical
tourism" industry.

Profile of the management team:
Mr. M.L. Wadhawan
Mr. M.L. Wadhawan is a founding Co-Director of
HelloMD.com. He brings a wealth of administrative, legal
and management experience of more than forty years in various
capacities in the Government of India and corporate sectors. In his
career he has contributed in various capacities including Member,
Central Board of Excise and Customs; Director General, Revenue
Intelligence and Narcotics Commissioner of India. Mr. Wadhawan, on
behalf of the Government of India, created and headed the Directorate
of Emergency Risks Insurance Schemes. When the Government of India
took over the management of general insurance, Mr. Wadhawan took over
the management and presided over three general insurance companies
until regular custodians were appointed. During his insurance tenure,
Mr. Wadhawan wrote THE HANDBOOK laying down the enforcement procedures
of Emergency Risks Insurance and the principles of of settling claims
there under for damages/losses suffered due to enemy action. The
Government of India has preserved this Guide in the National Archives
of India as a permanent reference book for future guidance..
Mr. Wadhawan has also represented the Government of India and headed various delegations at international conferences, including chairing the Drugs Committee of ICPO - INTERPOL at the General Assembly Session held in Luxembourg in 1984.
Mr. Wadhawan contributions during his distinguished career include assessing the issues of drug enforcement, foreign exchange, customs and excise; and exchange control regulations and guiding the Governments of President Hila Llama of Ghana and Prime Minister Annirudh Jugannath of Mauritius, to honor their requests to the Prime Minister of India. Mr. Wadhawan work included providing a guiding framework in view of the issues involved within which the respective laws of the countries mentioned, were re-written and enacted.
Mr Wadhawan retired from the Government of India in the capacity of founder Director General, Central Economic Intelligence Bureau in the Union Ministry of Finance, at par with the Chairman, Central Board of Excise and Customs; and Chairman of Board of Direct Taxes. After his retirement from government service, at the request of the Cabinet Secretariat, Government of India, Mr Wadhawan served as a member on the TASK FORCE ON India's INTERNAL SECURITY. The recommendations made by Mr Wadhawan were accepted by the Group of Ministers, and approved for implementation by the Prime Minister of India.

MEDICAL TOURISM AS AN INDUSTRY
Medical tourism can be broadly defined as provision of 'cost effective' private medical care in collaboration with the tourism industry for patients needing surgical and other forms of specialized treatment. This process is being facilitated by the corporate sector involved in medical care as well as the tourism industry - both private and public. In countries such as India, it is being actively promoted by the government's official policy. India's National Health policy 2002, for example, says: "To capitalize on the comparative cost advantage enjoyed by domestic health facilities in the secondary and tertiary sector, the policy will encourage the supply of services to patients of foreign origin on payment. The rendering of such services on payment in foreign exchange will be treated as 'deemed exports' and will be made eligible for all fiscal incentives extended to export earnings". The formulation draws from recommendations that the corporate sector has been making in India and specifically from the "Policy Framework for Reforms in Health Care", drafted by the prime minister's Advisory Council on Trade and Industry, headed by Mukesh Ambani and Kumaramangalam Birla.
