The best way to look at it is 2 separate systems, medical marijuana and recreational marijuana. Prop 215 passed in 1996 applied only to medical marijuana, and it has been modified by MMRSA, which goes into effect in 2018. Prop 64 deals exclusively with recreational marijuana, and should not effect the medical marijuana system in California.
